Character City

The Technical Working Group

By virtue of Executive Order No. 2003-0014 entitled "Creating the Bayawan Character City Technical Working Group which shall be tasked to study and formulate the Bayawan Character City Development Plan", the Bayawan Character City Technical Working Group was created effective immediately upon issuance dated 4th of August 2003 in Bayawan City, Negros Oriental, Philippines.

The Bayawan Character City Technical Working Group shall be composed of the following:

1. Hon. Ma. Emma D. Dael, Chairman

2. Mr. Pancho F. Villasis, Vice-Chairman

3. Col. Nicolas S. Noble, Member

4. Mr. Ritchie M. Mortillero, Member

5. Ms. Consolacion D. Fortugaleza, Member

6. Ms. Imelda A. Ridad, Member

7. Mr. Jude S. Cabangal, Member

8. Mr. Servando C. Campos, Member

It shall have the following functions:

1. Conduct character observation sessions and workshops among the City employees and the community to determine weak and negative values that require positive strengthening.

2. Formulate a five-year character formation and strengthening action plan focusing on negative and weak values observed.

3. Submit the character strengthening action plan for critiquing, validation and approval.

4. Oversee the phase-implementation of the action plan.

5. Conduct periodic review and evaluation to assess the effectivity of the plan.

6. Submit a quarterly report on the progress of implementation of the plan

7. Assess the gains and accomplishment of the 5-year plan on the character of the general population at the end of the implementation period.

The Bayawan Character City Technical Working Group shall meet as often as necessary in order to perform its functions.
