Like anybody else,I am proud to be bayawanons...
the main reasons why i created the Bayawanon Ako
website.I wanted to cater all our kababayans most especially the balikbayans who are away from home...this way we were able to connect,or at least have a link to each other...Actually,i have lots of friends who wanted to visit our city but my concern is their safety and security...and when is the best time to visit the city?Are there any travel agency inside the city that we can book/cancel our flight if necessary? Looking forward for your honest reply regarding this matter.Thank you!

The best time to visit your city is from Dec. 16 to 31 for the City’s Charter Day Celebration and Pasko sa Bayawan cultural events.  The month of February is also interesting for the fiesta celebration on the 18th, where the Tawo-Tawo Festival is held along with sports events.

Our city is very peaceful with an Auxiliary Police Force numbering more than 100 to augment the local PNP.  Security is not of great concern nowadays largely due to the poverty alleviation programs of the local government unit.

In behalf of the City Government and the PNP, please be assured that Bayawan City is still enjoying the serenity and peace as compared to other urbanized cities.

To be honest we do have our bouts of petty crimes and other personal related crimes but in totality we are happy to inform you that ours is still a very peaceful city.

Again, allow us to emphasize that when we talk of peace and order we do not treat things in isolated cases but in its entirety.  Our City Government is also giving a huge bugget for Peace and Order which explains why we still enjoy a generally peaceful environment.

When I was new to Bayawan, I was quiet amazed. It is only here where I experienced that most of the personnel of the different city departments were so accommodating. Almost everyone appears to be genuinely concerned with their clients. I saw an office worker patiently explaining to a client the rigors of filing an income tax return, another personnel calmly answered inquiries regarding steps in applying for a marriage certificate, etc. etc. I saw also a personnel direct a client to the right person to be approached and offer a chair to another. Yes, these were just small display of gentle gestures but for us, clients, this means a lot…

Honestly, I can not be sure if this attitude is true to ALL personnel. But hey, the failures of the few should not overshadow the positive attitudes of the majority; after all, it takes a lot of effort to be gentle, kind and efficient in the midst of mental and physical stress and pressures of office work. Those individuals who take pride of their job and chooses to invested a lot of hard work in order to fulfill and produce the output that is expected of them truly deserves appreciation and acknowledgment.And this is the main purpose of this communication.

I’ve been to the following offices like: Local Civil Registry, Treasury office, DSWD, Police Station, Information tech office, Dep’t of Agriculture and Vet., City Engineering, LTO, Health Dept. etc, and generally I saw similar display of commendable attitudes in varying degree. I believe that this is true to the rest of the offices and departments that I’ve never been to.

Because of these, the City of Bayawan has become my measuring stick. Whenever I could visit another city and saw office tables stacked with unfinished files and documents- so high that you can no longer see the person behind it, or perhaps office workers who are impolite to their clients I can’t help but quipped to myself, “Walang masyadong ganyan sa Bayawan..”- And I mean it from the bottom of my heart.

It is not really hard to understand why the City of Bayawan has earned so many accolades and became as progressive as she is right now. This huge success is partly because of those workers who are committed to their job, of those people who dared to be different in a positive way, those who are willing to give an extra mile for the betterment of Bayawan as a whole. To the concerned individuals, I commend you all to a job well done!!!    

In behalf of the rest of the Bayawanons who are the primary recipients of your services allow me to say this: Hon. Mayor Sarana, hard working Bayawan City Officials and Personnel: THANK YOU VERY MUCH!!! Keep up the good works…God Bless You All…

Madam:

This is in response to the complaint of a certain William Delos Reyes dated July 25, 2009 about the Biding process of Baranghay Projects and he mentioned specifically Barangay Minaba.

Mr. Delos Reyes was asking about the papers of Barangay Minaba, sad to say that our Bidding documents do not meet the necessary requirements for we failed to submit our papers on time.  Another reason was due to the lack of my signature on one document and besides,only one member of the Bids and Award  Committee(BAC) was present, that means no bidding happened on the part of Brgy. Minaba during that time.

Mr. Delos Reyes said that Maritess was the one who conducts the canvass.  In our part for Brgy. Minaba, we were the ones conducting the said canvass for we have the right to determine who were those good bidders and that the work of Maritess being the Liga Clerk is only to set the date of the bidding and to have a control number of our bidding documents for proper recording.

He mentioned that the Barangay personnel are innocent in the bidding process as if underestimating people especially in the hinterland barangays.  Please be informed that the barangay personnel had undergone series of trainings and seminars on New Government Procurement and Accounting System and we are fully aware on how to safeguard government funds.  That is why we always look for good bidders who has the attitude of helping other people especially in the barangays and not merely looking for their own welfare.

He also mentioned  about the governance on their part as a supplier and much on our part for we are the end user of the materials they will be delivering to us.  If Mr. so called William Delos Reyes and the company he represented want to enhoy the Barangay Bidding, they must also show a good character to their customer.  And if they have personal conflict with Maritess, he should not do these things in this manner.

In order to erase all doubts and blaming people, I wopuld like to suggest that biddings will be done in our respective Barangays as mandated in the New Government Procurement System and let the Barangay Bids and Award Committee (BAC) do the job.

I’m looking forward that this letter would enlighten everyone and may the truth prevail in our system.

To Mayor and Mr. Villasis:  Sir, hinaot pa unta nga inyong tagaan pagtagad ang uban ninyo nga mga empleyado nga gi assign ni ninyo outside cityhall proper. kapila na intawon ni sila gi recommend sa ilang boss but still takay pa rin for 5 years already. they are college graduate and TESDA eligible. pls kay gikinanhanglan kaayo ang ilang mga serbisyo sa mga kabataan sa high school. salamat kaau.

Sama kanimo, naa kanunay sa hunahuna sa atong pangulohan sa siyudad and tinguha nga matagaan sa higayon nga mapausbaw ang pagtrabaho sa mga Takay Workers nga maayo ang performance.  Apan, sayod kita nga aduna’y mga pagsulondan sa balaod sa Civil Service ug sa DBM nga angay subayon.

Andam ako mohatag ug dugang kasayoran kabahin niining mga pagsulondan sa balaod, kanimo ug kang bisan kinsa nga buot mosayod, kung mobisita sa akong opisina dinhi sa City Hall.

I am a Bayawanon proud ako sa atong city.
Concern lang ako sa Hospital for emergency dad-on
pa sa Dumaguete city which is approx 1.5 hrs by
Ambulance sa talabangon dugay na kaayo ang 1 1/2
hr. Maka afford man ta ug pagama sa lain nga mga project. Ako suggestion lang man kay Hospital is
under sa province siguro. So kon mahimo naa unta
ta Hospital nga para gyud sa mga talabangon.
Ang mga doctor diha nga nka assigned wa may claro. Hospital pinaka importante sa tanan.
Naa unta mga specialista nga mga doctor siguro maka afford ang Bayawan ug bayad sa sweldo sa mga
doctors.

Four (4) Auxiliary Police on rotation basis for security measure and one (1) houseparent who maintain/does the housekeeping of the center nad also takes care of the children.
