Hi..good day to all may kababayan its so nice the place. Ang tagal kunang hindi naka uwi diyan sa atin almost 4 years na and ganda talaga diyan.
Mga kababayan ko diyan pinag maki ko and Work ko dito sa MAnila dito ako sa isang compnay International ako poh ay isang Duty Supervisor ng Research World Manila, Marriotte, MAxims, Remington Hotel, Star Cruises at  Genting maraming ibang2X lahi dito.

ako mangutana lang unta nga ngano hangtod karon wala ra gihapon ang deed of donation sa villasol nga pila na man ka tuig ang nilabay hangtod karon wala ra man gihapon aksiyon nga daghan na man unta mga trabahante diha sa city hall. Gipa abot pa ug 2 ka tuig hangtod karon wala gud mi nakadungog sa progreso aning donasyon.

Kinsa man diay ning tig gama sa donasyon? para nga masaynan na sa tag iya sa yuta para masugdan na ang proyekto sa taga City Agriculture. Para man unta ni sa kalambuan sa mga lumolopyo dinhing dapita ngano man nga wala ra gihapoy action ang mga departamento ug pag pakabana kung asa na kining mga papelesa...Kani usa ni ka matang sa pag balewala sa ilang mga trabahoun ug nasayod kita nga adunay katungod ang usa ka taxpayer nga mo reklamo aning mga opisinaha.  

Maluoy unta ning mogama ani ky duol na biya ang ulan2 ug 2 na ka tuig ang nilabay.Ug nanghinaut ko nga mahatagan ni siya ug prioridad sa departamento.

mo comment lang ko kabahin sa gbuhat sa inyong sakop dha sa traffic, i understand nga under sa inyo jurisdiction ang traffic? kinsa man ang direct supervisor ani ni roem gamo?

natingala lang mi nganong nikalit ug na-a citation ticket among mga motor sa amo g parkingan nga sa kadugay na nakong pinarking dha last monday pa man ko na-a citation without even informing or given any warning ba kaha ron or warning sign nga "dili na pwede parkingan ang center island kuno?" 

MGA PANGUTANA:
1. nganong wala man g announce sa monday morning program nga unta ang mga manog parking dha lgu employee man pod? unta makasabot ra man pod unta ang mga empleyado cguro sa bisan unsa nga pahimangno?
2. nganong ang gihimo nga parking area sa motor sa atbang sa city hall g sarado man, diba kalas lang ug materiales nya dili na gamiton?
3. gihatagan ba ug authorization c mr. gamo sa iyang gbuhat?
4. in your own opinion, sakto ba ang  iya gbuhat?

Dear Sir,

This is in response to the letter complaint of â€œmheâ€ sent though the On â€“ Line Feedback. 

1.Addressing Query No. 1, we recognize our failure to give notice to City Hall employees that the subject area is not designated as parking space. 

Yes, it is true that for quite some time, motorcycles have been parked in the area but ample words of warning were given to owners not to park there but to no avail. The reason for non - compliance according to them, is that there motorcycles will be very much exposed to the heat of the sun.

This will no longer be a problem in the coming days since an additional shed will be constructed. 

Compliant to the law drivers will understand that the â€œislandâ€ is not meant for parking, with or without notice posted on it since it is intended for passageway of persons only .

Again, we ask your tolerance for whatever lapse the office have committed in terms of failure in posting appropriate notices.

We do hope that now we know, we will abide with the regulation.

2.On Query No. 2, there was never a time that the parking area for motorcycles has been closed. Maybe you were not able to park there because it is already filled with motorcycles. In a way, it has become a â€œfirst come first serve basisâ€ arrangement.

3.As to the authorization of Mr. Gamo, he got instructions from the Mr. Frederick Dumat â€“ ol, Traffic Supervisor, with the understanding of this office.

4.Categorically, this office commends the move of our traffic enforcers for looking to the welfare of the constituents. Indeed, motorcycle parking in the â€œislandâ€ has indeed become an obstruction of passage which needs to be attended to.

We apologize though for the deficiency in the posting of appropriate notices.

5.As to the last query, you might have not received the verbal warning because there are times that when the Traffic Officer has seen your motorcycle illegally parked, you cannot be located. That is why, they leave citation tickets instead.

As to payments for your violation, you can pay directly to the City Treasurerâ€™s Office.

As an additional note, if you have noticed, we are full of sign boards in front of the City Hall as of now. Experience tells us that, when we place only 1 signboard of no parking from corner to corner, what motorists did was to park a bit farther from where the signboard is being placed. 

Thus, at times we cannot help it but to resort to penalties so as to instill to the minds of motorists to religiously observe traffic laws.

We appreciate the politeness of the letter sender and we further thank him for the feedback for we believe that it is an avenue for us to improve our services and we are open to suggestions.

What does it mean when a leader no longer welcomes questions of taxpayers to justify their action??? Whatever became of transparency as dictated by the constitution, as well as those enshrined in the bill of rights?
Article II Section 28. Subject to reasonable conditions prescribed by law, the State adopts and implements a policy of full public disclosure of all its transactions involving public interest. 
Article III Section 4. No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances.
Article III Section 7. The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.

The transfer of the statue of Dr. Jose Rizal from its original location to where it is now was done in 1996 when Bayawan, a municipality then, joined the nationwide competition for the most beautiful Rizal Park to commemorate the 100 years of Dr. Rizal's death at Bagumbayan.

Then municipal mayor, Hon. Ernesto Tijing wrote a letters dated July 15, 1996 to the then municipal vice-mayor, Hon. German P. Saraña Jr, Presiding Officer, requesting for an authority to renovate or face lift or relocate the Rizal Monument in connection with the commemoration of Rizal Centennial.

On motion Honorable Councilor Elnar and duly seconded by Honorable Liga President Gaga-a, the Council 

Resolved, to authorize, as it hereby authorizes the Mayor, the Honorable Ernesto T. Tijing, to face lift, renovate or relocate the Rizal Monument in connection with the Rizal Centennial.

This was adopted and was contained in Resolution No. 363 dated July 16, 1996

Aside from the above-mentioned Resolution, the transfer of the Rizal monument was made through close coordination and consultation with the National Historical Institute which issued the "Guidelines On Monuments Honoring National Heroes, Illustrious Filipinos and other Personages."

Consequently, The Rizal Park in Bayawan City won an Honorable Mention for the Most Beautiful Rizal Park con test in 1996.

The ELECTRICAL PERMIT is ONLY ISSUED by the CITY ENGINEERâ€™S OFFICE BASED on the ELECTRICAL DESIGN, PLANS and SPECIFICATIONS  SIGNED  and SEALED  by a PROFESSIONAL ELECTRICAL ENGINEER.

If the ELECTRICAL DESIGN call for a No. 12 wire, use No. 12 NOT No. 14.

This OFFICE IS NOT the APPROVING AUTHORITY.  To repeat, it is ONLY the PROFESSIONAL ELECTRICAL ENGINEER who DESIGNS and SEALS the PLANS (see Box 2-Application for Electrical Permit).

To All City Officials,

In behalf of my colleagues, i would like to commend those midwives who bravely filed a petition for Ms. Shenebel regarding her attitute towards her subordinates...i hope you will make proper actions re this to minimize if not t eradicate abusive superior. I hope there will be no "favor" system this time esp election time is coming. I also hope that those abusive employees will learn from this... employees should do their job according to their character coz bayawan is a character city..the city officials should also give attention to those employees are not efficient..pa cute cute,pa facebook facebook while office hours,playing comp games while office hours and pa chicmis chismis.. please remember that we are taxpayers and their salaries are coming from us. Please work on this.
