The relevant development plans and activities incorporated in this document will be the most appropriate instrument, which is responsive to the real needs of the people and consequently be considered most effective.

ImageThe Participatory Planning Approach in the formulation of the Local Development Plans (LDP) has greatly enhanced the skills of Local Development Planners in stimulating productive participation from community members in coming up with instruments which are responsive to the peoples needs.


Thus, the Participatory Planning (PP) Approach introduced by the European Union (EU) through the Philippine Rural Institutional Strengthening Program (PRISP) in September, 1997 has been adopted by the LGU Bayawan City and was made as the basis in the formulation of both the Barangay and the City Development Plans, be it the short (Annual), the Medium (5-yrs), and the Long Term (10years) Development Plans.
