Vision

THE AGRICULTURE CAPITAL OF THE PROVINCE; A self-reliant community of God-loving and law abiding Bayawanons living in peace, prosperity and security and in harmony with nature- where justice prevails and equal opportunities abound in a sound and sustainable agricultural economy led by a strong and dynamic government supported by a highly empowered and vigilant citizenry.

Mission

A Commitment Towards Making Bayawan A Sustainable & Inclusive City and Pursuant to this Mission- We shall:

Strive to eliminate poverty in all its forms;
Endeavor to develop the city’s resources to improve its competitiveness, especially in agriculture;
Promote an atmosphere that will be conducive to commerce & trade;
Nurture inclusive governance for effective service delivery;
Nurture the culture of tourism and pride in our heritage.

Goal

To realize our vision, we see to have

An enhanced system for the delivery of basic services to Bayawanons;
A sustained socio-economic growth in the city;
A development that is balanced with environmental protection and conservation;
A city government with a strong local revenue base;
All city stakeholders participate in the city’s development process;
A city government organization that is an institution of public trust;
A city rich in culture with viable eco-tourism programs.

Objectives

To promote the delivery of efficient, affordable and quality services in education, health, housing and basic utilities (electricity, water);
To impose a safe, orderly and peaceful community.
To provide necessary support to fast-track progress in the agro-industrial economy of the city;
To ensure wise management of the environment and its resources;
To strengthen NGOs, POs and CSOs for active participation in the city’s development process;
To institute administrative reforms to attain full organizations development in the City Government, including activities to;
Enhance the knowledge, skills and attitudes of public servants in accordance with the vision of the City; and
Implement client friendly, efficient and effective management systems in the day-to-day operations of the LGU.
To establish an effective and efficient system for resource generation and mobilization;
To promote eco-tourism and cultural heritage.
To forge partnerships with local and international networks, organizations and institutions for resource generation and mobilization;
To formulate and implement appropriate policies and legislations in support of the planned development of the City.
